You need to drill out holes in the bulkheads to run rudder cabling and/or wire. I found that I could kill two birds with one stone by clecoing symmetrical bulkhead halves together and drill both holes at one time. I seemed a little easier to drill these large holes using a step drill bit when the material being drilled is thicker.

This is bulkhead F-711. There is a reason why I remember the part number for this bulkhead. I had to build it twice. You can read why this was the case when you get to the photos of the aft fuselage assembly.
