The wind, or the variable rate of flow over the edge, or something caused slight fluctuations in the shape of the waterfall, so the line of intersection with the lower pool changed slightly with time.

SmugMug > keywords > sheets > Falling water. Water rushing over the lip of a water garden pool. I was standing on a low walkway just at the edge, looking straight down. So in the picture, the water is "falling upwards". Look closely and you can see the sharp straight physical edge of the pool, over which the water is rushing.
