I don't remember ever seeing such a strange curly tasseled grass before.  Whatever it is, it's growing wild.

Dried grass seed head.
If you look at the original size, you might be able to see that each fine bristle is lined with tiny (and I do mean tiny) saw-tooth projections.  Nature is amazing!
(To provide some sense of scale, I believe the entire seed head was 3-4 inches long, so each bristle was 1-2 inches long.)
