In this image released by Harris County, Texas, the county's Precinct 1 constable Alan Rosen and others participate in a press conference in Houston, Texas, Friday, Feb. 15, 2013. The press conference was held to announce an upcoming multi-agency effort in the county to execute a large number of outstanding warrants. In law enforcement, such a push is known as a "warrant run." Rosen and other officials used the opportunity to encourage citizens to use a pre-run amnesty period to make arrangements to settle their open warrants. Agencies participating in the conference included most of the eight constable precincts in the county, along with Houston Police and the county sheriff's office.
