Alluaudia or Madagascar Ocotillo. Alluaudia procera.
This is not a true ocotillo. It was given its common name because of its resemblance to those plants (which are native to Mexico and the desert southwest of the USA). It is native to Madagascar, as stated also in the common name. (So the common name is one part true, and one part fiction. There's a lesson there somewhere.)
Neither this plant, nor the true ocotillo, belongs to the cactus family.
