The dome is Jesse Hall, one of the older buildings on the central campus. The tower is a smoke stack at the power plant.
One interesting side note: If you enlarge this picture, or download it and zoom in on the smoke stack, you'll see a bright red light aimed right at you. I wonder if it is for a surveillance camera. It's too small to be a warning to low-flying aircraft, and too low down on the stack. Big Brother....
